ХІV. Features of admission foreigners and stateless persons to State University "Uzhhorod National University" 

14.1. Admission for studying to State University "Uzhhorod National University" is carried out in accordance to the Laws of Ukraine "On Higher Education", "On the Legal Status of Foreigners and Stateless Persons", "On Foreign Ukrainians", "On Refugees and Persons who need additional or temporary protection", by the decision of Cabinet of Ministers of Ukraine dated September 11, 2013, № 684" Some issues of recruitment for studying foreigners and stateless persons", by the Order of Ministry of Education and Science of Ukraine dated November 1, 2013, № 1541 "Some issues of organization of recruitment and studying (internship) of foreigners and stateless persons "registered by Ministry of Justice of Ukraine November 25, 2013, № 2004/24536.

14.2. Foreigners and stateless persons (further - foreigners) may obtain higher education on the expense of individuals and/or legal entities, unless otherwise is not provided by international agreements of Ukraine, the consent to be bound by Verkhovna Rada of Ukraine, laws or agreements between higher education institutions about international academic mobility. Admission of foreigners to State University "Uzhhorod National University" for studying on the expense of the state budget is carried out within quotas for foreigners.

14.3. Foreigners who come to Ukraine for the purpose of studying, enter State University "Uzhhorod National University" in accordance to the accredited educational programs (specialties). Enrollment of foreign students for studying on the expense of individuals and/or legal entities is carried out by State University "Uzhhorod National University": 1) no later than November 1, for obtaining bachelor and master degrees; 2) during the year for studying at post graduation department, doctoral studies. The deadlines for the submission of bids to the Data Base is defined in paragraph 1.4 of these Rules of Admission, are not applicable for acceptance of such foreigners. State University "Uzhhorod National University" calculates points/assessments of the admissions on the basis of the previous education level and sets the minimum number of points/grades for general subjects which the entrance examination is conducted. Admission of foreigners for studying for an appropriate level of higher education is based on the results of entrance examinations on specified subjects and language of studying and on the basis of academic rights for continuation education, provided by the document for the acquired level of education in the country of its origin, and taking into account the success rates that give the right to continue education on the next level of higher education in accordance with the legislation of the country that issued the document on the acquired degree (level) of education.

14.4. All categories of foreigners, who enter for studying, enroll for studying to State University "Uzhhorod National University" are credited on the basis of enrollment orders that are formed at Data Base.

14.5. The requirements of State University "Uzhhorod National University" regarding the correspondence of foreigners arriving to Ukraine for the purpose of studying, conditions for admission the relevant higher education levels, as well as the terms for accepting applications and documents, 44 admission interviews and enrollment are specified in Appendix B to these Rules of Admission. The list of specialties and educational programs that foreigners may enter is given in Appendix B1 to the Rules of Admission.

14.6. Foreigners who receive state scholarships under international agreements, national programs, and other international obligations of Ukraine are admitted for studying within the established quotas for foreigners on the basis of the directions of Ministry of Education and Science of Ukraine.

14.7. Foreigners who come to Ukraine to participate in academic mobility or higher education programs agreed upon between State University "Uzhhorod National University" and foreign higher education institution are accept for studying, taking into account the relevant contractual obligations of State University "Uzhhorod National University".

14.8. Foreign Ukrainians who are legally stay in Ukraine and whose status is certified as a foreign Ukrainian, while enrolling to State University "Uzhhorod National University" have the same rights for education as the citizens of Ukraine, in acceptance established by Constitution of Ukraine, the laws of Ukraine, or international agreements, the consent of which is binding by Verkhovna Rada of Ukraine. Foreign Ukrainians, whose status is certified as a foreign Ukrainian, may be enrolled for studying for state-commissioned education within the established quotas for foreigners for interviewing subjects envisaged by these Admission Rules.

14.9. Foreigners and stateless persons permanently residing in Ukraine, persons who have been granted refugee status in Ukraine, and those who need additional or temporary protection and enter State University "Uzhhorod National University" in according to the rules provided by these Rules of Admission for citizens of Ukraine, can take participation in competitive selection of public procurement places within the limits set by Cabinet of Ministers of Ukraine on the basis of special competitive score, calculated as the ratio of the entrant's competitive grade determined in accordance with paragraph 7 .7, to the minimum competitive grade, providing recommendations for places of public order in accordance of general competition for this tender in previous year (in absence of such a grade the same indicator is used for another, maximally related, tender proposal within State University "Uzhhorod National University", in case of impossibility - another institution of higher education by the decision of Admission Committee).

To the application form foreigners add:

1. original and copy of the documents about previous education;
2. original and copy of the document (appendix to the certificate of education), which contains information about its achievements in academic disciplines;
3. copy of birth certificate;
4. Medical health certificate certified by an official health authority of the country from which is foreigner and issued no later than two months before entrance for studing in Ukraine;
5. copy of the passport or document certifying the stateless person;
6. valid health insurance (except foreigners who come from countries with which agreements for free emergency medical care);
7. 6 photos size 4 × 6 cm;
8. copy of certificate of foreign Ukrainian (if any).

 The documents must be certified in the country of issue in a way that is officially used in this country for such certification, and legalized by the appropriate foreign diplomatic institution of Ukraine, unless otherwise is not provided by international contracts of Ukraine.

 Foreigners who have received complete secondary education in foreign schools with studying of Ukrainian language and foreign Ukrainians status of which confirmed by Ukrainian foreign certificate, will be enrolled by the established quota to the State University "UzhNU" in accordance with the interview in subjects under the rules of admission, by the recommendations of diplomatic institutions of Ukraine abroad and Ukrainian national cultural communities (if any).

Enrollment foreigners for the qualification of specialist at medical direction, Bachelor degree conducted by the interview in competitive subjects (Appendix 5) and on the basis of contract. Enrollment foreigners for the qualification of specialist, master's degree conducted by the results of the interview by the program of professional entrance exam on the basis of contract. Obligatory condition of enrollment of foreigners for studying and obtaining degree or educational qualification level is possession of studying language on the sufficient level for studying, evidence by the separate conclusion in the protocol of the interview.

  Terms of the interview and admission of foreigners and stateless persons who arrived to Ukraine  with the goal to study and enter to the State University "UzhNU" in accordance with quota of the Ministry of Education and Science of Ukraine or on the basis of contracts concluded by the State University "UzhNU" with a person or entity, determined by the selection committee. Foreigners who enter for studying to obtain degree or educational qualification, enroll to the State University "UzhNU" no later than  November  on the basis of the orders about admission and  verify at Common Database.
